Title: which hand wins?

ok, I'm almost too embarrassed to ask but I seem to be a bit more thick-headed today than normal.
What am I missing?

I thought that in the event of a (two pair) tie hand, the kicker would decide the win.
So, why doesn't my JK beat his JQ?
